Director for Operations

Ms. Crotty is the Director for Operations at the Metropolitan Transportation Commission (MTC). MTC is the planning, funding and coordination agency for transportation in the nine-county San Francisco Bay Area. Melanie is responsible for implementing innovative, cost-effective solutions to improve the travel experience throughout the Bay Area.

Melanie’s responsibilities include delivery of the Regional Express Lanes Program, the Bay Area Toll Bridge (BATA) rehabilitation programs, and a range of programs to improve the performance of the freeway and transit network through the introduction and ongoing operations of intelligent transportation system (ITS) technologies. These programs include the implementation and operation of ramp metering, arterial traffic signal coordination, integrated corridor management system, the 511 traveler information program, the regional rideshare program, the Freeway Service Patrol and the regional emergency callbox program.

Melanie’s previous experience included the delivery and operations of the Clipper®, the smartcard fare payment system for Bay Area transit systems. Under Melanie’s direction, the Clipper program expanded from 60, 000 daily trip to almost 700,000 daily trips in an 18 month period.

Melanie serves on the Board of Directors for ITS America and on the ITS Council on TRB. She is active on a number of committees in both. She previously served as a board of member of ITS California. Melanie received masters’ degrees in transportation engineering and in city planning from the University of California, Berkeley and a bachelor’s degree in system engineering from the University of Virginia.
